The Directorate of Medical Education, Assam issued three separate notices on 5 August, covering special quota claims, category change applications, and the schooling record every MBBS/BDS candidate must now produce. All three close on the same day. Here is exactly what each one asks for.

The short version. DME Assam, Sixmile, Khanapara, Guwahati, issued three educational notices on 5 August 2026 for 1st year MBBS/BDS admission, session 2026. Special Quota applications (Freedom Fighter, Martyr of Assam Movement, Extremist Violence, Ex-Serviceman/Serving Defence, Sports, Orphan — only 2 Orphan seats this year) are open. Category-change applications, and applications from Assam-connected candidates who wrote NEET outside the state, are open. The provisional NEET-UG 2026 merit list is published at dme.assam.gov.in, and every candidate must now also submit a Class I–XII schooling-record proforma. All three close 11 August 2026, submitted by hand only to the DME office, 2nd floor, Room No. 5 — no post, no email.
This notice invites applications from candidates seeking 1st year MBBS/BDS admission under Special Quota: Freedom Fighter, Martyr of Assam Movement, Extremist Violence, Ex-Serviceman and Serving Defence Personnel, Sports Quota, and Orphan Quota. The application form is on dme.assam.gov.in, and every field — name, parent or guardian's name, NEET-UG 2026 roll number, All India Rank, score, address, category tick-box — has to be filled and submitted in person with supporting document photocopies, per the MBBS/BDS Admission Rule 2017 as amended up to 2026.
Read the Orphan Quota clause precisely. Gazette Notification No. MER.290222/548, dated 5 August 2026, reserves exactly 2 MBBS seats in Government Medical Colleges of Assam for orphans who are Assam domicile — and the notice defines “orphan” narrowly: a child whose both parents are dead. Not one parent. Both. If your situation is close but doesn't meet that literal wording, don't assume the office will interpret it generously — ask us or the DME office directly before you build a plan around it.
Two separate things happen in this one notice. First: candidates who want to change the category they claimed can now apply in the prescribed format, available from 5 August at dme.assam.gov.in, submitted with supporting documents by 11 August.
Second, and more consequential: the Government of Assam has, via Gazette Notification No. MER.290222/371 dated 29 December 2025, omitted clause 3(i)(c) of the Admission Rules. In plain terms — candidates who appeared in NEET-UG 2026 from another State or Union Territory, but who belong to Assam and hold a valid Assam Permanent Resident Certificate, and are otherwise eligible, can now apply on plain paper with valid documents to be included in the Provisional Assam State Merit List. This closes 11 August too.
There is a catch, and it's a real one. If your name gets included this way, you will subsequently have to produce a certificate proving three generations of your family have resided in Assam, in the proper format approved vide the same Notification No. MER.290222/548 dated 5 August 2026. That is not a document most families have sitting ready. If this route applies to you, start on that certificate today — it will very likely take longer than the eleven days you have to apply.
The same 5 August notification — a full Assam Gazette Extraordinary publication, No. 387 — sets out exactly what this certificate has to say. It is called the Three-Generation Link Certificate, and it exists specifically for candidates residing or schooling outside Assam who are claiming State Quota seats. It has to name three generations by relationship — the candidate's parent, that parent's own parent, and that grandparent's own parent — each with their village or town, post office, police station and district, certifying all three were Permanent Residents of Assam. Crucially, the notification fixes one exact date: the cut-off for establishing this three-generation status is 1 January 2006. The certificate has to be signed and sealed by the District Commissioner or an authorised officer of the concerned district, and, as with the schooling proforma, a certificate missing the required signature will not be accepted.
The Provisional List of NEET-UG 2026 candidates who appeared from Assam is now on dme.assam.gov.in. DME states plainly that this Provisional List (Assam State Merit) will be updated in due course to include candidates who belong to Assam but appeared from another State or UT — which is exactly the door Notice 2, above, opens. Online counselling dates will follow separately, on the same website.
The new requirement: every candidate applying for 1st year MBBS/BDS must now produce proof of their schooling record, Class I through Class XII, in a specific proforma attached to the notice. If you studied at more than one school across those twelve years, you need a separate certificate for each school, each one carrying the Head Master or Principal's full signature, seal, and date. The notice's own instruction is unambiguous: a certificate without the specified signatures will not be accepted.
Twelve years of schooling records, potentially across several schools, each needing an authority's live signature and seal — this is the kind of document that takes real time to assemble, especially if you changed schools, or a school has since closed or changed management. Start collecting these now, whether or not you're applying for anything else on this page.

Download the Special Quota Claim Application Form from dme.assam.gov.in, fill it with your NEET-UG 2026 roll number, All India Rank and score, tick the Orphan Quota box, attach supporting documents, and submit it by hand to the DME office, 2nd floor, Room No. 5, Sixmile, Khanapara, Guwahati, on or before 11 August 2026. Two seats is a very small number — be certain you genuinely qualify before you rely on this route.
Possibly, but read the notice's actual wording carefully. The Government of Assam withdrew clause 3(i)(c) of the MBBS/BDS Admission Rules 2017 under Gazette Notification No. MER.290222/371 dated 29 December 2025. Candidates who appeared in NEET-UG 2026 from another State or UT, but belong to Assam and hold a valid Permanent Resident Certificate of Assam, and are otherwise eligible under the Admission Rules, may apply on plain paper with valid documents to the DME office by 11 August 2026. If included, you will subsequently have to produce a certificate proving three generations of your family have resided in Assam, in the format approved under the same 5 August notification. That is a real, specific documentary burden — start gathering it now rather than after you apply.
A certificate covering your entire schooling record from Class I to Class XII, filled and signed by the Head Master or Principal of each school you attended, with their seal and the date. If you studied at more than one school, you need a separate certificate for each one, using photocopies of the same format. The notice states plainly that a certificate without the required signatures will not be accepted — get this from your school now, while records and staff are easy to reach, rather than scrambling once counselling rounds begin.
